Primary school motor science competition: how it works and number of places

How many teachers will be hired to teach “physical and sports sciences in primary school”? This is the question arising from article 103 of the Budget Law approved by the government led by Mario Draghi. It is clear that we must wait for the parliamentary go-ahead which will arrive at the end of the year, but the die has now been cast: as the undersecretary for sport, Valentina Vezzali, says, it is a historic turning point. Which concerns at least for now the fifth grade (from 2022-2023) and the fourth (from 2023-24). The state will invest almost two billion euros between now and 2033, precisely one billion and 957 million.


So how many more jobs will the norm bring? The estimate can arise from some numbers. According to the most recent data, there are 126,769 primary school classes in Italy. It is therefore possible to imagine that fourth and fifth grade are about fifty thousand. Considering that there will be two hours per week for motor and sports sciences and dividing everything by the master’s 22 working hours, we can reach a figure of 4500 hires. A figure that coincides with the projection that was made at the time of the reform of the “good school” (Renzi government), which assumed for an hour of physical education from the second to the fifth grade 5,300 more jobs and the most recent survey that he estimated 11,500 teachers needed for full class coverage.


Article 103 establishes who can access the competition. And on the requisites the text can be quoted in its entirety: “Access to the teaching of physical education in primary school is gained following the passing of specific qualifying competition procedures. Subjects with a master’s degree obtained in class LM-67 “Sciences and techniques of preventive and adaptive motor activities” or in class LM-68 “Sciences and techniques of sport” or in the competition class LM-47 can participate in the competition procedures. “Organization and management of services for sport and physical activities” or qualifications equivalent to the aforementioned master’s degrees pursuant to the decree of the Minister of Education, University and Research 9 July 2009, published in the Official Gazette 7 October 2009 , no. 233, who have also obtained 24 CFU / CFA (university / academic formative credits) acquired in curricular, additional or extra curricular form in anthropo-psycho-pedagogical disciplines and in teaching methodologies and technologies “.


Knowing the timing, isn’t there a risk that the competition won’t be in time for summer 2022, when we start in the fifth grade? In this case, the law provides for recourse to the provincial rankings of alternates with which it will be possible to stipulate contracts while waiting for tenured teachers. Luca Eid, president of Capdi (the confederation of ISEF graduates and graduates in motor science) considers the novelty in Budget Law to be “great news” and invites us to focus on teacher training. The Cism, the Italian Committee on Motor Sciences, comments with a “finally!” and asks with its president Daniele Iaco ‘, that the qualifications gained with the experiences of tutors in the Class Sport project that up to now have represented the sports offer in the primary are valid in the competition. There is also the proposal to overturn the project starting from first, second and third grade, instead of fourth and fifth.


The word “sports” added to “motor” also represents a cultural challenge: to bring two worlds closer together, that of physical education and the sphere of federations and Coni. The didactic and pedagogical approach in such a delicate personal segment as that of children will be the exclusive prerogative of teachers, but the first “tastings” of sport represent a value. We will need to find a balance point. The topic is, for example, highly topical in middle school where some professors have expressed their skepticism regarding the “Junior Active School” project of Sport and Health which provides for the presence of a federal technician (alongside the professor) in the curricular timetable for “Sports Weeks” and “Sports Afternoons”. It should not be forgotten that over the years the resources for school sports groups in the afternoon have almost been eliminated. In short, it is right to involve other skills, but be careful not to replace them.


Among other things, and here we return to primary school, it is conceivable that the scheme includes another novelty: the intervention of Sport and Health (inheritance of “motor literacy” then “class sport” of Coni, which managed it from 2009 to 2018) will focus on the first, second and third grade where at least for the moment the tutors will remain. The hope is that this convergence of professionalism (tutors, teachers, new teachers of motor science and sports) can produce a virtuous circuit for the whole primary school.
